Mexico's President Vicente Fox is on his way to Austin. Fox is visiting three U.S. states - all of which share interests and a border with Mexico.
Fox will meet with Gov. Rick Perry Wednesday and Thursday. Perry has a few complaints -- one of which is about water rights with Mexico.
"If Mexico continues to refuse to live up to the obligations of the 1944 treaty, then the United States should consider turning off the tap on the Colorado River of water into Mexico," Perry said two months ago.
While water is on the agenda for discussion, the Mexican Consulate General Javier Alejo said the issue is not putting a strain on the relationship.
"We have a common destiny. We have a common, let us say, view of life and we have a common population as well. So, we are bound together and we have to work out the relationship in order to make it as rich as possible," Alejo said.
One of the other common issues includes immigration. Fox wants more visas for Mexicans working in the United States. According to Alejo, this is most crucial aspect of Fox's trip.
"It is very important because Fox is visiting the main Border States in order to stimulate public dialogue about immigration," Fox said.
Fox was enjoying successful diplomacy on immigration issues at the top level of U.S. Government until Sept. 11, 2001
"The ability to push forward on a long term border agreement is not likely because the U.S. has other fish to fry," University of Texas professor Kenneth Greene said.
Greene teaches students about Mexican domestic politics with a focus on political parties.

"He has had trouble bringing together or putting together a legislative coalition. Mexico's congress has three major parties and he's had trouble getting them together on the important issues that need attending to," Greene said about Fox.
Fox has many issues he'll address with Perry, and perhaps his concerns will be passed on to Washington with the blessing of Texans.
Fox's term expires in 2006. A Mexican president cannot run for re-election.
