An initial Department of Public Safety report indicates friends and fellow officers tried to stop an Austin police commander and her husband from driving drunk but didn't or couldn't.
Cmdr. Shauna Jacobson and her husband Kurt, a retired detective, died on Dec. 11, 2004, when they crashed their motorcycle leaving a bar in western Travis County.
A toxicology report showed Kurt Jacobson had three times the legal blood alcohol limit and Shauna was four times the limit.
The report found several people noticed the couple was drunk, and it indicates some may have tried to keep the Jacobsons from leaving, but it doesn't name anyone.
The report also sets the motorcycle's speed at 90 mph when the Jacobsons crashed.
The final DPS report will trace the couple's whereabouts for 24 hours before the accident and try to establish how much they may have had to drink.
The city also hired an independent investigator to look into the case. That probe is ongoing and expected to take several months.
