The Austin Police Department has charged Robert Howard Bruce for raping a young woman in 2006.
Investigators said Bruce is the "Ether Man" rapist, and has been on the run since 1991.
Bruce got the name "Ether Man" because he would break into homes in the middle of the night, knock the women unconscious using a cloth covered in chemicals, and then sexually assault them.
APD said police in Pueblo, Colorado arrested Bruce for peeping into a window.
Just before the peeping Tom case went to trial, Pueblo police said Bruce tried to kill one of the officers who was going to testify. At that point, authorities began to suspect that Bruce had something more to hide.
After issuing a search warrant for his DNA, the police were able to link Bruce to dozens of attacks in New Mexico, as well as Austin.
"He had some kind of food-vending business that he would try to peddle to the universities. He would go from university to university all over the Southwest, and who knows where else. They also said he traveled extensively in Asia and Europe. So, there's no telling how many additional cases that this guy has done," APD Det. Scott Stanfield said.
The Austin Police Department said it has confirmed that Bruce was responsible for one attack in May of 2006.
He is also suspected of another attack in March of that year, but APD said they have no physical evidence to tie him to that crime.
Stanfield said once the DNA match is confirmed in CODIS, they will issue an arrest warrant.
