A proposed toll road along U.S. 290 East is at the center of a complaint filed with the Federal Highway Administration.

It claims the project, also known as the “Manor Expressway,” violates the Civil Rights Act.

Texas RioGrande Legal Aide filed the complaint, along with the Save Our Springs Alliance and the Center on Race, Poverty and the Environment.

The groups said the toll road will have a disproportionate impact on minority and low-income people living in neighboring communities.
