Police release more information in Carroll case

Police have released new information in the Billy Dan Carroll case and said they've identified more sexual assault victims of Carroll.

Carroll, 53, is being held on a $2 million bond in connection with the aggravated sexual assault of a child.

Police said they may have positively identified more victims based on a videotape that was confiscated from his home last week.

The videotape shows Carroll involved in sexual acts with multiple children and two women who appear to be unconscious.

Also, police said they know why the 8-year-old victim and her three siblings were at Carroll’s home in the first place.

A representative says Carroll had "glowing personal references."



According to police, the two girls and one boy who were also at Carroll's house were the adoptive siblings of the victim. Carroll was a court appointed advocate through the Court Appointed Special Advocates (CASA) organization. The children were court appointed, with Carroll assigned as the advocate.

The victim was not involved in the program, according to police. CASA maintains that this case had been closed. CASA also said they recommend volunteers do not maintain contact once their job is done.

The way people describe Billy Carroll is far from what you'd expect of a serial rapist, as police have called him.

Laura Wolf with CASA of Travis County said his references said only stellar things about him.

"We got, as I said, glowing personal references from people who have known him for years and said things like 'he's the person I would want to take care of my children if something happened to me.' These are people who have known him for 30, 40 years," she said.

Sgt. Brian Loyd with Austin police said you just never know though.

"The good ole boy everybody trusts and the best neighbor in the world," he said.

According to police, Carroll had grown close to this particular family and was trusted like a relative.

Carroll invited the kids to spend the weekend with his family, but the children’s mother was under the impression Carroll’s wife and high school-age daughter would be home, police said.

The kids had spent the night at Carroll’s house before, and police said no one could have guessed what allegedly happened.

“Even if you do background searches all day long, you may never know until something like this happens,” Austin Police Department’s Sgt. Brian Lloyd said. “Until some child or individual comes forward and goes, ‘Hey this happened to me.’”

As soon as CASA learned of these allegations, they dismissed Carroll as a volunteer. He was assigned to a case at that time and had been a volunteer with the program since 2004.

CASA is working closely with the police department during this investigation.

Police said they have received several more leads in the past few days, and they’re investigating all of those. They say they fear Carroll may have been a sexual predator for years.
